All automatic abilities that would regularly happen, such as drawing, undizzying, and generating mana still occur during skipped turns.
Quantum Clock lets you force the opponent to skip a turn for every five of your turns, or more frequently if you skip some of your own turns too.
As the counters are decreased by 60 on use rather than reset, the turn skips can be saved up for when you need them, and even used on consecutive turns.
