Works as a counterspell for spells speed or lower on anyone's turn, and can sometimes counter speed spells on the controller's turn, since a discarded spell cannot be played.
Casting it on yourself used to have it count itself as part of the hand and gave you an extra card, but now it only registers the cards in your hand minus the Obsolete and whatever spells you were casting before it.
Combos with Eureka! in decking decks as once the Eureka! makes the opponent draw 8 cards, the Obsolete Theory will see those 8 and make the opponent draw yet another 8 cards.
