Like most walls, Fog of Confusion has Speed Summon and Can't Attack.
Fog of Confusion can only be brought into play by casting the spell Mental Fog. This is usually useful as a one time block against a strong monster's direct attack, as it has Fleeting.
The fact that it has Spell Shield and Ability Shield makes it rather difficult to negate the wall itself.
If Gatemaster or a monster with Personal Teleporter declares an attack, moves to another slot, and then Mental Fog is cast on the newly empty slot, Fog of Confusion can be used as a one-off flanker by attacking the monster that Gatemaster originally targeted.
